Opportunity Details
The Seed Investor Tax Credit program encourages early stage cash equity investments in innovative Iowa businesses by providing a 20 percent tax credit for investments in urban businesses and a 35 percent tax credit for investment in rural businesses. The program supports high growth sectors including advanced manufacturing, bioscience, finance and insurance, and technology, and requires businesses to be certified by the Iowa Economic Development Authority (IEDA) and meet statutory eligibility standards before investments may qualify. Tax credits are refundable, not transferable, and are issued on a first come, first served basis within annual program caps after IEDA review and approval.
Application Process
Applications for the Qualifying Business Certification will be accepted on an ongoing basis starting April 1, 2026.
Sign in to create an individual account. Users are verified through ID.me.
Create an individual and organization profile within IEDA's Opportunity Iowa Portal.
Submit an application for the Qualifying Business Certification funding opportunity.
Once certified, fill out an Investor List containing the eligible investments that could qualify for tax credits.
During the immediate next filing window, submit an application for tax credits for your eligible investors.
Prior to December 31, submit an annual report with required reporting data and recertification in the program.
